Barnett earned a Bachelor of Science in Pharmacy and a Doctor of Pharmacy (Pharm.D.) from the School of Pharmacy and Pharmaceutical Sciences at the [[wikipedia:University at Buffalo|University at Buffalo]]. After graduating, he received a direct commission into the [[wikipedia:United States Air Force|United States Air Force]] as a pharmacist in October 1983.

During his Air Force career, Barnett served in a variety of leadership and training roles within military medical services. He completed advanced training through an [[wikipedia:Air Force Institute of Technology|Air Force Institute of Technology]] doctoral program and an Air Force fellowship. He later led the Air Force’s pharmacy training programs and served as a flight commander overseeing biomedical sciences training across multiple medical disciplines.

Barnett also served as the Pacific Air Forces Command Pharmacy Consultant and commanded the Air Force’s Medical Element, supervising approximately 295 medical personnel while also acting as its pharmacy consultant. He retired from the Air Force in December 2003 with the rank of lieutenant colonel.

Following his military service, Barnett worked as a family medicine pharmacist and anticoagulation provider at the [[wikipedia:Alaska Native Medical Center|Alaska Native Medical Center]]. He later returned to New York, serving as Director of Pharmacy at [[wikipedia:Bertrand Chaffee Hospital|Bertrand Chaffee Hospital]] before assuming the same role at [[wikipedia:Noyes Memorial Hospital|Noyes Memorial Hospital]] in Dansville.
